Authorised water supply installers need to be suitably experienced individual workers who have relevant experience and skills and who have committed to ongoing training towards the National Certificate in Water Reticulation (Level 3 or 4).

To become authorised, applicants need to provide evidence to Christchurch City Council that they have:
  • Experience in carrying out water supply work in accordance with Council standards and specifications.
  • A relevant qualification (see below).
  • Completed temporary traffic management training.
  • Health and safety systems in place.
  • Quality assurance systems in place.
  • Public liability insurance cover.
  • The resources to carry out the work quickly and efficiently.

They also agree to be bound by the terms and conditions [PDF, 155 KB] set out for the scheme.

Infrastructure works

NZ Certificate in Infrastructure Works (Pipeline Construction and Maintenance) (Strand Drinking-Water) (Level 4).

Traffic management 

Traffic management plans (TMPs) are required for all activities that vary the normal operating condition of the road, irrespective of whether the activity is on a carriageway, footpath or adjacent to the road.

TMPs are also needed for activities outside the road reserve which will affect the normal operating conditions of the road. Prior to such activities commenting, a TMP complying with the Transit Code of Practice for Temporary Traffic Management (CoPTTM) must be submitted to, and approved by the Council’s Traffic Management Coordinator.

A qualified STMP must submit the TMP online at myWorksites.co.nz(external link) at least five working days prior to the planned commencement of work.

Quality assurance plan

Assessment

On-site technical assessments are required to ensure that the applicant has the necessary experience, technical skills and resources to carry out authorised work in accordance with Council regulations and standards.

Approval

Approval will be given in writing only and is only awarded to the individual and not to commercial entities. It is not transferable and can be withdrawn by the City Council upon non-compliance with the rules as outlined in the Terms and Conditions.

Applicants must either be actively working towards:

  • New Zealand Certificate in Infrastructure Works (Pipeline Construction and Maintenance) (Strand Drinking-Water) (Level 4)

Or have completed one of the following:

  • New Zealand Certificate in Infrastructure Works (Pipeline Construction and Maintenance) (Strand Drinking-Water) (Level 4) 
  • New Zealand Certificate in Utilities Maintenance (Strand Water) (Level 4)
  • National Certificate in Water Reticulation (Supervisor) (Level 4)
  • National Certificate in Water Reticulation (Planned and Reactive Maintenance Technician) (Level 3)
  • Completed NZ Apprenticeship in Pipeline Construction and Maintenance (Level 4)
